Need resolution on Minerva's position

On IRC, it was argued that there was no tier gap between Minerva and George, and I went ahead and made this change due to little opposition, but this also conflicts with previous arguments of Minerva > Katua, and Katua can't simply fall because of even more previous arguments of her > Julian.

I figure that this is best as a thread so that a resolution can be discussed without time zone issues since I know one person questioning this decision wasn't around when I did this.

I guess from what I've always seen it it was always Minerva > Katua > Julian, as you presented. I'd just bump her back up to Mid Tier over those two. Though I am curious on how the "no tier gap between George and Minerva" was reached.

EDIT: By this I mean why was it argued for no gap.

My argument that Minerva>Catria got eaten in the time warp (At least, I can't find it flipping through the forum) but I can repost it if I have to.

I take it back. She probably has a tier on Jeorge.
