Compare their bases:

Cuan: 34 hp, 16 str, 10 skl, 10 spd, 10 def, 3 res, 5 lck

Fin: 32 hp, 9 str, 8 skl, 10 spd, 7 def, 9 res, 8 lck

I booted up my game to check how much damage either character does. It turns out Cuan does about the same damage in 1 hit that Fin does in 2, but he also has continue.

Some other advantages: He starts out with a javelin and steel lance, Fin starts out with iron. He has a higher weapon level and extra movement. Once the brave lance comes into play, Cuan is better equipped with it due to 2HKOing basically everything, armors included. Also, if Cuan gets the pursuit ring, Fin has nothing on him even if we give him something desirable in return such as elite.

Not sure what else to say. Cuan would obviously win durability if it weren't for Fin's prayer, but it comes into question how reliable that actually is.

Er, I'm having a pretty hard time buying this, unless you're referring to C1. Don't forget about the Hero Lance, or that a str lvl up for Fin is +2 to his damage whereas it's just +1 to Cuans [negating his higher str growth]. Or that Fin gets a str/skl/def talk with Cuan in C2.

Once the brave lance comes into play, Cuan is better equipped with it due to 2HKOing basically everything, armors included.

This holds a degree of truth but it's not exactly convenient to throw it back from Fin to Cuan to Fin to Cuan etc. I say this because you want to be sure Fin has it before C3 unless you care to make defending Manster more of a pain than it already is.

Also, if Cuan gets the pursuit ring, Lex has nothing on him even if we give him something desirable in return such as elite.

We've already got two other people [Noish/Levin] who badly want that ring, so that is a pretty big If.

I'm saying Cuan is still at an advantage because both units usually 2HKO enemies, meaning Cuan's adept gives him the edge. The only way for Fin to win is if he 1RKOes while Cuan doesn't, or if he weakens the enemy a much larger amount than Cuan (assuming he doesn't activate anything).

This holds a degree of truth but it's not exactly convenient to throw it back from Fin to Cuan to Fin to Cuan etc.

On a given playthrough, only one person would really be holding onto it at a time, with the exception of arenas. I'm just comparing herolance!Cuan to herolance!Fin. Granted, the difference won't be that big (both will 1RKO most of the time), but Cuan has the advantage of not facing player phase counters.

I say this because you want to be sure Fin has it before C3 unless you care to make defending Manster more of a pain than it already is.

Huh? Regardless, Cuan gets the Miltoshin in Chp3.

We've already got two other people [Noish/Levin] who badly want that ring, so that is a pretty big If.

By the time Levin can afford it, he'll have the Holsety in his hands, and he won't really even need to double (his continue activation skyrockets and he 1HKOes very frequently). Also, Cuan won't have it past chapter 3 since he disappears.

...Chapter four, my mistake.

I still think the pursuit ring is iffy, but even though using 1 less use of Hero and not taking counters isn't a huge deal, I guess Fin really can't say anything against it.

Cuan is not 2 shotting armors with the Hero Lance. The ones up at Anphony have 54HP/14 Defense, meaning he needs 41 attack to 2HKO them. The Hero Lance has 15 might, so he needs to be something ridiculous like Level 25 to kill them.

Cuan has a much better argument for taking the Pursuit Ring and 2 shotting stuff with the Silver Lance, which actually gets him more kills since he can kill things like armors. The only thing he misses that he would've gotten with the Hero Lance are the Cross Knights (everything is after he gets the Gae Bolg and starts OHKOing).

Fin with the Hero Lance one rounds pretty much everything as well (including some enemies he doesn't quad such as Free Knights and Bow Fighters). The only thing he misses are the Swordfighters at Mackily and some dudes Cuan misses too.

I do, however, think Cuan needs to move up. I just think Fin needs to move up with him.
