Although really Julian never went up, he still ended up at the bottom of Mid even after all that mess about thieves not being useless. Dunno how that happened.
Anyways, with the game now having only 16 chapters including gaidens, there's alot less chests that you need to open. Let's see how essential a thief really is in getting all those chest items now. Ch 6 enemy thieves get every chest iirc, and Rickard is there for free regardless, so that's out. Now here's a list of the other chests from 9 up through 14, I'm gonna mark items that we can presumably skip with an asterik:
Ch 9:
M Bullion
Goddess Icon*
Wyrmslayer
Ch 12:
Master Seal
L Bullion
Arms Scroll*
Silver Sword*
Dragonpike*
Boots*
Ch 14:
Silver Card
S Bullion
You'll notice that this is actually only 11 items total, so your Master Keys are nearly enough to get them all. If an enemy thief nabs even one of these chests, then you don't need thieves at all, and iirc a thief can grab the Ch 9 Wyrmslayer (and then get slaughtered by Shiida, perhaps), so maybe you don't need thieves period. Even if that's not the case, you're missing out on only the least valuable of these items, so it's still not very significant.
I don't think Rickard should go back to bottom tier or anything silly like that, but seeing each one drop a tier sounds about right.
